Real Estate Market Analysis

Market analysis is one of the cornerstones of our analysis services. A market analysis helps a developer fine tune the assumptions in their pro forma and helps an investor or city agency vet development feasibility. It assesses supply, demand, and the greater competitive marketplace to help characterize needs, constraints, and opportunity to develop new product and support the needs of particular constituencies. JS&A has completed dozens of market studies for all land use types, helping developers understand future market demand, current and proposed competitive supply, and how to position their project in order to capitalize on market opportunity. In addition to market-rate projects, JS&A also specializes in projects that are income restricted, age restricted, and utilize local and Federal subsidies. 

DC Downtown East Re-Urbanization Strategy 

As part of the DC Office Of Planning's Downtown East Re-Urbanization planning effort, JS&A served on a project team with Beyer Blinder Bell and Bay Area Economics to assess the opportunity to revitalize a downtown DC neighborhood characterized by government and nonprofit land uses. JS&A conducted a market analysis and real estate development opportunity assessment for all types of land uses within the study area.

Cleveland Park Retail Market Analysis & Enhancement Strategy

The District of Columbia Office of the Deputy Mayor for Planning and Economic Development retained JS&A in a competitive bid process to educate the Cleveland Park Business Association (CPBA) about retail market opportunities and work with the neighborhood nonprofit to develop strategies to enhance local business conditions and
help revitalize the neighborhood. JS&A conducted a detailed retail and office market analysis, worked closely with members of the business association, delivered and evaluated surveys to better understand business owner needs and concerns, and developed a retail enhancement strategy in collaboration with CPBA and city staff.

Analysis and Strategy for the Creation of a Makerspace in DC​​

The Office of the Deputy Mayor for Planning and Economic Development (DMPED) retained JS&A to assess the opportunity for establishing an Innovation Space as a District-sponsored initiative to support the local maker community. The report evaluates opportunities – and recommends a strategy moving forward – to develop a centralized makerspace for members to work in and as well as a space display and sell products.

Eastover Sector Plan Redevelopment Strategy

The Sector Plan for the Forest Heights / Glass Manor area of Prince George’s County was conducted  on behalf of the Maryland - National Parks and Planning Commission. The assignment focused on urban and environmental site design, transportation planning, and economic revitalization strategies. The consulting team was led by Cooper Carry, and Stover served as project manager for the economic revitalization component. Project deliverables included a comprehensive public involvement process, a neighborhood and corridor regeneration strategy, and illustrative design scenarios.

60 State Street Restaurant Opportunity Assessment 

Assessed market opportunities for the commercial component of a proposed mixed-use conversion of the historic Key Bank building in downtown Albany. Analysis satisfied the guidelines of the New York Main Streets Program Anchor Grant, and evaluated the physical location, competitive supply, and expected market demand impacts on implementation of a high-end restaurant.

H Street Retail Site Opportunity Assessment 

Completed a market opportunity analysis comparing two development scenarios on two specific sites on H Street NE and Benning Ave NE in Washington, DC. The analysis compared the opportunity to allocate ground floor space of proposed mid-rise apartment buildings to residential vs. retail usage.

Mid City East Small Area Plan Retail Market Assessment
 

The Mid City East Initiative is Small Area Plan and Livability Study, with community led planning process, for the neighborhoods of North Capitol Street, Rhode Island Avenue, Florida Avenue, New York Avenue and New Jersey Avenue. JS&A worked under Green Door Advisors, HR&A, and Smith Group JLL, conducted a real estate market analysis, and contributed toward a development opportunity analysis, affordable housing strategy, and commercial corridor redevelopment strategy.

Southwest Small Area Plan Retail Assessment & Strategy

The goal of the Southwest Neighborhood Plan -- still underway -- is to provide public and private stakeholders a land use and urban design framework that will guide development for the neighborhood. The plan includes a development potential analysis and strategy for multiple underutilized District-owned sites, as well as key privately held opportunity sites. A major plan output is the recommendation of land use designations that will best facilitate a more efficient use or redevelopment of these target properties.

Walter Reed Army Hospital Redevelopment 

Served as development advisor under Mosaic Urban Partners to the District of Columbia for the Walter Reed Army Medical Center reuse plan. 67.5 acres of the Walter Reed base will be purchased from the army by the District and converted into a master-planned development via a private developer. Plans call for up to 2,000 residential units, 200,000 square feet of retail space, 750,000 square feet of office space, nonprofit users, 40 acres of open space, and light rail and bike access. Completed a market demand analysis and a fiscal and economic impact analysis, and provided recommendations regarding development feasibility and strategy.

Retail Assessment & Enhancement Strategy for H Street Main St
 

In 2015, H Street Main Street (HSMS) expanded its coverage to include portions of Bladensburg Road NE and Benning Road NE in addition to the H Street NE corridor. HSMS is in the process of assessing the existing conditions and developing programming to assist these new corridors.​ JS&A was retained by H Street Main Street to help the nonprofit assess retail conditions on Bladensburg Road NE and Benning Road NE, understand recent and projected trends, and develop strategies for creating a vibrant and sustainable retail atmosphere that serves the community.

Downtown Lake Worth Arts
and Culture Master Plan 

Jon Stover & Associates was selected as part of a team with Lord Cultural Resources to undertake the Downtown Lake Worth Arts and Culture Master Plan. Overseen by the Cultural Council of Palm Beach County, the Lake Worth Community Redevelopment Authority (CRA), and the City of Lake Worth, the Master Plan aims to leverage a growing local arts scene as a central part of the greater downtown

economic development strategy. JS&A conducted a market analysis including demographic projections, a cultural enhancement and economic development strategy, and a detailed implementation plan.

Congress Heights Retail Market Analysis and Support Strategy

Kansas City Urban Redevelopment Strategy 

JS&A served as a subconsultant under Mosaic Urban Partners on the Kansas City Catalytic Urban Redevel-opment Initiative (part of the Urban Neighborhood Initiative (UNI)), a socio-economic redevelopment initiative in a large, declining, and dis-invested portion of Kansas City, MO commonly referred to as “east of Troost.” JS&A helped lead the following project components: 

1) Market analysis and stakeholder coordination; 

2) A comprehensive implementation strategy;
3) Recommendations for the development of a new non-profit entity with sufficient capacity to lead the strategy; &
4) Recommendations for developing a patient equity fund of $25-$50 million to invest in this catalytic change and to assist with predevelopment, acquisition and lending.

Retail Market Analysis and Support Strategy for Four New DC Main Street Programs  

JS&A was retained by the Department of Small and Local Business Development (DSLBD) to conduct a retail market analysis for the four new Main Street programs in the District of Columbia: Georgetown Main Street; Upper 14th Street and Kennedy Street Main Street; Lower Georgia Avenue Main Street; and Minnesota Avenue Main Street. The purpose of the market analysis is to help each new Main Street program better understand their retail business constituency, identify their most pressing needs and concerns, and learn how the program can play a leading role in helping to address these needs. JS&A analyzed the existing retail and office marketplace and identified future retail opportunities due to demographic and retail development projections. Based on the findings, JS&A developed specific actions each program can take to help support and enhance the local retail environment.

Buford Highway Masterplan Real Estate & Demographic Analysis 

The Buford Highway Masterplan is part of the Atlanta Regional Commission’s Livable Centers Initiative (LCI) and aims to revitalize and enhance the Buford Highway corridor. JS&A was retained as a subconsultant to Mosaic Urban Partners and Canvas Planning Group. JS&A conducted a market analysis to gather and synthesize information in order to support decision-making for the Buford Highway Corridor Joint Livable Center Initiative. Findings were summarized in a report detailing neighborhood demographics, real estate conditions and trends, and planned development projects to better understand the constituency that is being served and understand the opportunities and limitations for real estate development along the Buford Highway Corridor.

Market Analysis and Community Impact Assessment for a Youth Entrepreneur Coworking Space

Youth Entrepreneur Institute (YEI) works with 14 to 24 year old participants through entrepreneurship education, college readiness, character development, and career readiness. Their proposed development of "Spark DC" will expand and enhance learning and workshop space for these participants and provide commercial space for entrepreneurs and unique businesses across the District. YEI retained JS&A to assess the market feasibility of Youth Entrepreneur Institute’s Site Development as well as its anticipated impact on the local and city-wide community.

Market Analysis and Community Impact Assessment of Proposed Starburst Plaza Renovations

Starburst Plaza is located at the intersection of H Street NE, Benning Road NE, Maryland Avenue NE, Florida Avenue NE, and Bladensburg Road NE. H Street Main Street (HSMS) has engaged a team of designers and contractors to redevelop the plaza, allowing for new programming and the expansion of current programming (summer concert series, farmers market, and pop-up events). HSMS retained JS&A to assess the development feasibility of the plaza redevelopment, its anticipated impact on the local community, and it's suitability for city grant funding.

Market Analysis and Community Impact Assessment for Jenks
Building Rooftop Renovation

W.S. Jenks & Son is one of the District’s oldest hardware stores. Their new location at 906 and 910 Bladensburg Rd

NE opened in 2014 and features 20,000 SF for commercial sales, product demonstrations and classes, and a showroom. The rooftop of this former Northeast Ford building features four small greenhouses that are currently leased to Cultivate the City – providing access to fresh food through it’s CSA program and education to DC residents. The owners hope to expanded the rooftop garden, allowing for additional skill-building workshops, urban agricultural space, and gardening training programs. JS&A was retained to assess the development feasibility of this proposal as well as its anticipated impact on the local community.

Market Analysis and Community Impact Assessment for the MLK Gateway Redevelopment​​

The MLK Gateway development is a transformative project located across six parcels at the intersection of Martin Luther King Jr Avenue, SE and Good Hope Road, SE. At the time of this analysis, the proposed development program consists of community-serving office and retail space including coworking space and a tech innovation center. JS&A provided a site description; funding gap assessment; employment assessment; grant needs assessment; real estate market feasibility analysis; and marketability assessment for the project.

Market Analysis and Community Impact Assessment for the 1401 Pennsylvania Ave Development  ​​

Founded in 1997, Neighborhood Restaurant Group (NRG) has grown to an acclaimed 18 independent brands and businesses with a strong commitment to improving the communities in which its guests and employees live and work. NRG proposes to redevelop 1401 Pennsylvania Ave

SE as part of a 13,500 square foot culinary & beverage hub featuring a six stall food hall, chef-driven restaurant, coffee and dessert shop, beer garden, cocktail bar and lounge that will enhance the Hill East portion of Washington DC. JS&A was retained to assess the development feasibility of this "community restaurant clubhouse," its impact on the local and city-wide community, and need and applicability

for the Neighborhood Prosperity Fund Grant.
